Bio

 Laura Clapper, MD, MPPA, CPE, is the Chief Medical Officer of Allegiance, a wholly owned Cigna subsidiary, where she brings her years of experience in employer benefit design, digital health, employer wellness and clinical operations as well as deep experience with self-insured employers and National Accounts to strengthen the affordability, quality and customer experience. As a physician, a startup leader, and a Fortune 500 executive, she led the development and execution of digital and condition-specific programs including high-risk maternity programs with the signature Health Net car seat healthy pregnancy program, musculoskeletal programs including CalPERS’s joint replacement reference-based benefit and the first bariatric surgery narrow network benefit at Health Net. She is also known for her clinical leadership in the development of the Epic Payer Platform, Elevance’s Total Health Total You, Aetna’s medical behavioral health (BH) integrated care management and Health Net’s Salud con Health Net.

As a leader working within CVS Aetna, Anthem/Elevance, Cigna, and Health Net/Centene, she has worked with many of America’s largest employers (as well as small to mid-size) to design and support a benefit plan to deliver the employer plan goals. Throughout her work with health plans and providers, Dr. Clapper has focused on shifting to a customer-centric model, improving the efficiency of clinical operations, integrating of BH and pharmacy, shifting to mobile first digital front door and enhancing programs to provide patients with the highest quality of care. A Navy veteran, she has provided care from a global perspective and early on, learned the power of virtual care and technology to enhance the quality and experience of care in the community, hospital, and remote locations. Dr. Clapper is committed to making healthcare more affordable, more understandable, and a better experience for customers and providers alike.

Dr. Clapper received her undergraduate degree from Stanford University, Medical Degree from the Uniformed Services University School of Medicine in Bethesda, MD and completed her pediatric residency and chief residency at the National Naval Medical Center Bethesda, MD (now Walter Reed). In addition, she completed her master’s at Claremont’s Drucker Management School and has lectured at Stanford University on topics related to healthcare technology, digital health, and innovation, and is a mentor in the Stanford Clinical Informatics Management Master’s Program.
