The American Recovery and Reinvestment Act of 2009 was enacted in an effort to jumpstart the country's economy and create or save millions of jobs. The NIH recovery money will go towards health and science problems where progress can be expected in two years. Each proposal should highlight:Ability to complete project scope and make significant scientific progress by Sept. 2010
Immediate benefit to the local economy, including the number of jobs created or retained 
Ability to meet rigorous reporting requirements

ARRA NOTICE: Reminder and Clarification of NIH Policies on Similar, Identical, or Essentially Identical Applications, Submission of Applications Following RFA Review, and Submission of Applications with a Changed Activity Code (NOT-OD-09-100)
**Reminds PIs: Submission of identical applications to one or more components of the PHS is not allowed. The NIH will not accept similar grant applications with essentially the same research focus from the same applicant organization.
**Resubmission of Unfunded RFA Applications and Applications with a Changed Grant Activity Code: If your Challenge grant (RC1) is not funded, for example, the above notice explains the detailed procedure for submitting the proposal as a "new proposal" with a new award mechanism (R01, R03, R21, etc) beginning with Cycle III deadlines (Sept. or Oct deadlines depending on the mechanism):

Internal Deadline Reminder:
RMG is pooling all their resources to deal with the increase in proposal volume.  
Due to this high volume, proposals that do not meet the 5-business day internal deadline are at serious risk of not being submitted in time to meet the NIH deadline.  RMG will ensure proposals that meet the 5-business day internal deadline are submitted to the sponsor on time.  RMG will not be held accountable for proposals that miss the sponsor deadline if they are received with less than 5-business days.  Please note deadline waivers will not be approved for these submissions.

JOB RETENTION/CREATION:
CLARIFICATION OF REQUIREMENTS FOR RECOVERY ACT PROPOSALS

There will be additional reporting requirements for those investigators receiving NIH Stimulus funds. The draft reporting requirements were issued on April 1, 2009 in the Federal Register. (Download Federal Register containing the OMB definitions PDF file)

The requirements include reporting the number of "jobs or positions created" and the number of "jobs or positions retained". As you are preparing your proposals, several of you have raised questions about what these terms mean. The draft notice in the Federal Register defines these terms as follows:

"Job or positions created" means those new positions created and filled, or previously existing unfilled positions that are filled, as a result of Recovery Act funding.

"Jobs or positions retained"
means those previously existing filled positions that are retained as a result of Recovery Act funding.

This section goes on to state,

At a minimum, this estimate shall include any new positions created and any existing filled positions that were retained to support of carry out Recovery Act projects or activities managed directly by the recipient, and if know, by sub-recipients.  A job cannot be reported as both created and retained.

As you are preparing your proposals please be careful how you define and describe the job creation and/or retention. If you receive the funding you may have to justify how you came up with these estimates, and you should have a solid rationale for your calculations.

Also be aware that post doc and employee appointments paid by NIH Stimulus funds will be co-terminous with this funding.


If you receive the award, you should be prepared to document your rationale for the calculation of jobs created and retained, and you should plan to conduct and document a conversation with the individual whose job was "retained" or "created" to make clear the circumstances around their appointment and the contingent nature of their appointment.

RECOVERY ACT-CAPITAL EQUIPMENT FORM

The Recovery Act Proposal Equipment Form  PDF file  must be completed for all School of Medicine Recovery Act Grant Proposals when capital equipment is budgeted.

In efforts to streamline the process involved in purchasing capital equipment, procurement is willing to engage in up front negotiating with vendors. This will allow procurement to expedite the purchase of the equipment if your proposal is selected for funding.
