Title: Is Foreign Aid for Health Reaching the Poor?

Abstract:

Between 2000 and 2010, OECD countries transferred nearly $200 billion for health improvements in poorer countries. A growing body of evidence - which I will review in this talk - suggests that, where these transfers touched the ground, population health improved, including under-5 mortality, adult mortality, and life expectancy. This talk will then examine who appeared to benefit: the poorest of the poor or the richer among the poor? I will build an argument for aid prioritization that is likely to benefit the poorest.
